Provide and Install Replacement Decorative Streetlights in Lansdowne Borough
Lansdowne Borough will receive sealed bids marked, “Provide and Install Replacement Decorative Streetlights in Lansdowne Borough” until Monday, February 28, 2011, at 9:30 AM, prevailing time, at the Lansdowne Municipal Building, 12 E. Baltimore Avenue, Lansdowne, PA 19050 at which time said sealed bids will be publicly opened and read.
This project involves removal and salvage of existing streetlights in Gladstone Manor and procurement and installation of replacement streetlights. New streetlights are Metal Halide and mix of acorn and lantern style luminaires and fluted aluminum poles. Contractor to wire and install foundations associated with the installation. The Borough may adjust the quantity depending upon the pricing received. The quantity may be between 19-27 units. The project completion date is 5/6/11. It is anticipated that a contract award, if one is to be made, will be 3/2/11. This is an accelerated performance period.
This project is being funded through the PA Conservations Works! Grant under the American Recovery and Reinvestment Act of 2009. Attention of bidders is called to the requirements contained in this bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, Provisions for Commonwealth Contracts, Nondiscrimination/Sexual Harassment Clause, DEP General Conditions, Federal Requirements, ARRA Addendum, various insurance requirements, various equal opportunity provisions, and requirement for Payment Bond and Performance Bond for 100% of contract price, issued by a surety firm licensed in Pennsylvania.
All Contractors must maintain current registration in the Central Contractor Registration (www.ccr.gov) at all times during which they have active federal awards funded with Recovery Act funds. Section 1605 of the American Recovery and Reinvestment Act of 2009 prohibits use of recovery funds for a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron, steel, and manufactured goods used in the project are produced in the United States.
Proposal forms and specifications are obtainable at the Lansdowne Municipal Building, from the Borough Secretary on weekdays between the hours of 9:00AM and 4:00PM. A non-refundable charge of $25.00 payable to the “Borough of Lansdowne” will be required for each copy of the forms and specifications.
The Borough Council reserves the right to reject any bid or any part of any bid and to award the contract to the lowest responsible bidder whose services are judged to best meet the interest of the Borough. The Borough Council also reserves the right to waive any informalities during the evaluation of the bids. The successful Contractor shall respond within 10 days of contract award. Performance period shall be 65 days days following award of contract. A Certified Check or Bid Bond for the amount of ten percent (10%) of the bid total shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.
