Finance Committee

The Committee reviewed the status of the 2009 Budget that presently shows a deficit in the General Fund. The committee reviewed ideas for reducing the deficit and staff will be working on cost cutting measures such as getting bids for vehicle maintenance, cleaning services, office supply costs. The Sewer Fund and Liquid Fuels Fund were also reviewed.

The Borough Manager presented an estimated of $6300 for the labor involved with the Baltimore Tree Planting project. It is expected that the Recreation budget line for repairs and maintenance will be underspent by over $15,000 in 2008 so it was recommended that the money come from that line item.

The Committee reviewed the recommendation from the actuarial firm to shorten the vesting period for non-uniform employees in order to maximize state pension aid. The Committee is recommending to the full Council to reduce the vesting period from 1 year to 6 months.

The Committee finalized its review of instituting merit increases for staff in 2010 based on performance in 2009. The Committee voted unanimously to recommend to the full Council that 2010 salary increases for non-union employees be based on their performance evaluations.

The Committee adjourned to Executive Session for a personnel item.
