Finance Committee

Present: Joe Bartley, Sharon Coleman, Kevin Lee, Ellen Lustgarten, Craig Totaro

There were no visitors’ comments.

Audit Status – Mr. Bartley reported that the auditors have been provided most of the requested documents and is in the process of collecting the remaining information. The auditors are meeting on Thursday evenings and are expected to meet the April 1, 2008 deadline for filing.

New Capital Projects Loan – With many capital projects on the horizon, the Committee requested that staff begin to look at available financing options.

Police Pension Meeting – The first Pension Meeting of the year will be held on Monday, April 7 at 7:30. It is expected that Independence Advisors will be there to present information on investment returns for the first quarter of 2008.

Celebration Theater Insurance Coverage – Celebration Theater currently pays for liability insurance in the form of a Business Owners Policy, additional Umbrella policy and Directors and Officers coverage. They have asked if the borough would consider adding a rider to its liability policy to include this coverage, the cost of which Celebration Theater would be responsible. The Committee agreed to investigate the feasibility of this and its associated cost.

Committee Priorities – The Committee continued discussions on its priorities for the upcoming year.

DELCORA – The Committee reviewed the letter from Michael Schleigh outlining his concerns with the methodology used by DELCORA to charge the Borough. It was agreed that the Infrastructure Committee would invite Mr. Schleigh to its next meeting for further discussion and follow up.

Codes Fee Schedule – The Committee reviewed the concern brought up at the last Council meeting about how to monitor no fee permits for residents and have recommendations on how to ensure that the these permits are granted appropriately.

Property Abatements to Portnoff – Mr. Totaro has been exploring contracting with Portnoff for property abatement problems where Portnoff would be responsible for the placement of liens on property owners who have not reimbursed the Borough for property abatement expenses. Mr. Totaro will provide the Committee with proposed criteria and processes and a report on outstanding property abatement payments.

Human Relations Commission Brochure – The Committee approved the request of the HRC to pay for the production and printing of a brochure.
