There were no visitor comments

Liquid Fuels Audit:
The state auditor needs to review the 2007 Roads Program bid sheet and will then be ready for the exit conference.

Sewer Fund Allocation:
The Committee reviewed analyses of the allocation from the Sewer Fund to the General Fund and recommends that allocation be raised from $45,000 to $60,000 annually.

Commercial Liability Insurance:
BPI has provided the Borough a quote for 2009/2010 Commercial Liability Insurance that is $6,000 less than the 2008/2009 policy. There is additional Crime Coverage and Pollution Coverage that run for 3 years. Staff is reviewing what is covered in these policies and whether or not these may be covered in other ways such as Treasurer’s bond.

2010 Budget Schedule:
The tentative schedule for the creation of the 2010 budget is as follows:
September 2 – Council business meeting discussion on Council members’ budget priorities
September 21 – Meeting with department heads
September 28 – Meeting with department heads
October 5 – Finance Committee meeting (with full Council) review of first draft of consolidated budget
November 2 – Finance Committee meeting (with full Council, if necessary)
November 4 – Council meeting present budget for 30-day comment period
December 2 – Council meeting vote to adopt millage
December 16 – Council meeting to adopt budget

Personnel policy:
The Committee is recommending to the full Council the adoption of a personnel policy regarding employee obligations for training and certifications.

Pennsylvania House Bill 1858:
The Committee reviewed an action alert from the PSAB who is recommending support of HB1858, a bill instituting an additional 1% sales tax. The Committee is currently not likely to support this bill and
has asked staff to provide more information.

The Committee adjourned to Executive Session to discuss a personnel matter.
