Regular Meeting Minutes

March 16, 2009

The meeting began at 7:05p.m. Present were Barry Malone, Jack Kelly, Dawn Haussler, Mike Mills, Khalil Shearlds and Sherry Spinnraker. Also present: Jeri Staiber, Lansdowne’s Recreation Director. Visitors: Don, interested in applying for the open position on the Board, and Melissa Englund and Michelle Hiscott from the Greater Gladstone Civic Association.

1. Minutes from February were accepted.

2. Correspondence
2.1 Lansdowne Recreation and Parks Board sponsored ‘Spring Egg Hunt’ scheduled for April 5, 2009 at 1:00pm.

2.1.1 Fred Mirarchi will obtain and wear the bunny suit.

2.1.2 Jeri Staiber ordered 1,000 plastic eggs with treats and handled the flyer distribution.

2.1.3 Evaluation forms were discussed: distribution with newsletters, available at event, make available on Borough website. No decision was made.

2.1.4 Khalil Shearlds offered to run the sack race and bring the supplies.

2.1.5 Sherry Spinnraker volunteered to assemble the prize baskets so they would be cheaper.

2.2 Park usage request: GGCA requested the use of Marlyn Park for their 3rd annual egg hunt. Melissa Englund and Michelle Hiscott presented the idea, board discussed and decided that the event was not out of the ordinary from other requests, and agreed that a vote was unnecessary. Event was approved as regular use of the park (permit request submitted.) It was agreed that the residents around the park would be notified of the event due to the recent sensitivity to happenings in the park.
2.3 Lansdowne Longhorns: requested field use in Hoffman Park. Representatives were invited and expected to show for this meeting but did not. Issues working against the Longhorns’ request are:

2.3.1 Use of the concession stand is not possible.

2.3.2 While Council has been very encouraging towards the Longhorns, suggestions for how to incorporate the team’s schedule into the current usage, and coverage of cost of damage to the field have yet to be solved. It was brought up that Council should be approached for assistance with these issues.

2.3.3 The Longhorns have not yet provided documentation to show how they would handle overuse of the field. The Board tabled the request until cost of field repair can be provided by the Longhorns.
2.4 Other permit requests forwarded to Jeri Staiber (and approved):

2.4.1 Lansdowne League for 5 nights

2.4.2 Lansdowne Boys & Girls Club for 7 days a week until 11pm. (Jeri approved to 10pm.)

2.4.3 St. Philomena

3. Special Project Reports 2009 – One Time or Recurring (for future task list)
3.1 Hays Park Entrance Pavers – Dawn has completed the form for review and will distribute.
3.2 Belmont Park rock climbing structure – possibly use cheaper toys, like 3 spring toys ($500-$700 ea.), or a plastic dragon ($3,000). Sherry will speak to Craig about this project at their meeting.
3.3 Hoffman Park tennis court repair – will be completed in spring
3.4 Hoffman Park pavilion revitalization – Council Infrastructure Committee reviewing
3.5 Youth Program Coordinator search – Council Recreation and Education Committee reviewing
3.6 Marlyn Park issues

3.6.1 Rut repair – Fred let Jeri know that the ruts would cost approx. $350 to repair. $300 is the ordinance fee.

Action item: Jeri will meet with the officer and discuss how to handle the damage.

3.6.2 Entrance barrier –

Action item: Jeri will get prices on chains, posts, and ‘Authorized Vehicles Only’ signage.

3.7 Scout Project: Bat houses – Alex Rheinhart will be contacting Mark Manfry about permission to place bat houses in the county parks.
3.8 Adult recreation program – Jeri reported that the program is complete and ready for distribution.

4. Recreation Department Park Management
4.1 One open Board position – was discussed at Education and Recreation Committee meeting. There are three candidates. Knowledge, experience, qualifications will be considered.
Action item: Sherry, Jeri, and member of Edu. & Rec. Committee to meet with all three candidates.
4.2 Job descriptions for Chair, Vice Chair, Secretary – Barry drafted and distributed Board member job descriptions. To be discussed for inclusion in Board manual at next meeting.
4.3 Park Assessments / Issues

4.3.1 Sycamore Park: Barry reported that a resident that lives near the park was trimming the roses and she requested that daffodils be planted in the park. The Board discussed the volunteer work and decided that it was necessary to know when and what volunteers were planning to do before they took action.

Action item: Jeri to send the neighbor of Sycamore Park a letter thanking her for her efforts, but to let the Board know when she would be working in the park.

4.3.2 Jeri stated that she was looking into wood carpet for the various parks that require it under swings and play structures. Last year the approx. cost from Zigler Bros. was $2,000.

4.4 Sub-committees – The Board voted on giving the Chair the power to create sub-committees, but it was left as a dead issue after two votes due to disagreement about whether sub-committees are necessary.
4.5 Action item list – Need to discuss separating ongoing action items/tasks from agenda items.
4.6 Event assessments – How do we want to proceed? Provide at all events, post on-line, etc.

5. Borough Council Report, Joe Urban
There was no Borough Council Report.

6. Calendar of Events
6.1 What activities are we planning for the year?

6.1.1 Park Day / Movie Night

6.1.2 Once-a-month Park Appreciation/Cleanup Days: discussed, agreed, and scheduled on one Sunday a month between 2-4pm:

  • Belmont Park – May 17, 2009
  • Hays Park – June 14, 2009
  • Interboro Park – July 12, 2009
  • Sycamore Park – August 9, 2009
  • Hoffman Park – September 13, 2009
  • Marlyn Park – October 11, 2009

7. Recreation and Parks Board Budget Report, Jeri Staiber
There was no financial report.
