Historical Architectural Review Board

The Lansdowne Borough HARB held a regularly scheduled meeting on Thursday, March 19, 2009 at 7:00 PM at Borough Hall, 12 E. Baltimore Ave., Lansdowne, PA.

Call to Order: Mr. Laufer called the meeting to order at 7:00 PM. All deliberations were made in consideration of the Lansdowne Borough HARB Guidelines and the Secretary of the Interior’s Standards for Rehabilitation (Standards). The applications provided by the HARB Borough Liaison provided the basis for discussion.
Public Comment: Mr. Laufer called for public comment and the following comments were heard. There were no comments from the public.
Approval of Minutes of February 26, 2009: Mr. Laufer asked if all members had a chance to review the minutes and if there were any comments or corrections to offer. No comments were offered. Mr. Gould made a motion to approve the minutes; seconded by Ms. Carpenter. All were in favor.
24-26 N. Lansdowne Ave.

This application is a revision to a previously approved Certificate of Appropriateness (COA). The applicant proposes that the approved specifications be revised to allow one, continuous, non-retractable awning running the length of the facade instead of two awnings, each covering half of the facade. The applicant also proposes to revise the specifications for the EFIS material to be used on the facade.
The Board reviewed the application and asked that the proposed revisions adhere to the following requirements:
- The EFIS material used for the concrete facade repairs shall match the appearance and color of the concrete on the adjoining building facades.
- The aluminum facing around the door at the left side of the facade will be removed and replaced with EFIS material to match the original design of the building.
- Gooseneck lamps will be used to illuminate signage.
Ms. Carpenter made a motion to recommend Council approval, seconded by Mr. Patterson. The motion was carried unanimously.
24-26 E. Baltimore Ave.
Mark Gavin, presenting. Mr. Laufer recused himself as he was involved in the design process.
The applicant proposes the following renovations:
- Remove paint from brick and stone on the facade of both buildings
- Remove inappropriate awnings
- Remove paint from windows currently hidden by awnings
- Install new oak entry door at #24
- Install oak and brass revolving door at#26
- Install ADA compliant entry door at #26
The Board reviewed the application and decided that the renovations as proposed are appropriate.
Mr. Patterson made a motion to recommend Council approval, seconded by Ms. Carpenter. The motion was carried unanimously.
25 S. Lansdowne Ave.
Ms. Carpenter presented the colors chosen for the facade at 25 S. Lansdowne Ave. Mr. Laufer recused himself as he was involved in the design process.
This application has been reviewed by the Board at the previous meeting and the applicant had been asked to submit samples of the colors chosen.
The Board reviewed the color samples and decided that they were appropriate.
Mr. Patterson made a motion to recommend Council approval, seconded by Mr. Gould. The motion was carried unanimously.
Adjournment: Mr. Laufer made a motion to adjourn the meeting at 8:05 PM; seconded by Mr. Patterson. All were in favor.
The next regularly scheduled meeting of the HARB will be on April 16, 2009 at 7:00 PM at the Borough office.
